The International Organization for Migration (IOM) is seeking a Project Associate to support the Migration Solutions Unit (MSU) in Tajikistan. Reporting to the Chief of Mission and Senior Programme Associate, the role focuses on implementing projects and initiatives related to the migration-development nexus, including labour mobility, economic empowerment, reintegration, and climate change adaptation. Key responsibilities include monitoring project activities, compiling and analyzing data, managing budget information, and acting as the administrative focal point for project implementation. The incumbent will draft status reports, briefing notes, and correspondence, while coordinating with diverse stakeholders such as government authorities, UN agencies, NGOs, and donors. The position also involves organizing workshops, monitoring implementing partners, and providing guidance to junior staff. The ideal candidate possesses strong coordination skills, in-depth knowledge of migration issues, and proficiency in financial and administrative procedures. This role requires fluency in an IOM official language and experience working with vulnerable migrant populations in a multicultural setting.

Organizational Context and Scope

Under the overall supervision of the Chief of Mission (CoM), Head of Programmes and National Programme Officer and direct supervision a Senior Programme Associate in MSU, a Project Associate will be responsible for supporting the implementation of projects and initiatives. The Migration Solutions Unit (MSU) leads IOM Tajikistan’s work on the migration-development nexus, promoting safe, orderly and regular migration as a driver of sustainable development, resilience, and socio-economic inclusion. The Unit provides strategic leadership and technical expertise in labour mobility, economic empowerment and reintegration, social cohesion, migration health, climate change adaptation, and emergency preparedness. Through policy engagement, partnerships, and evidence-based programming, the Unit supports the Government of Tajikistan and partners in advancing national development priorities and maximizing the positive impacts of migration for individuals, communities, and the country.

Responsibilities

  1. Assist in the implementation and monitoring of project activities. 
  2. Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
  3. Monitor budget; verify availability of funds; obtain necessary approval and update budget related information. 
  4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  5. Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation. 
  7. Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions. 
  8. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 
  9. Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
  10. Provides guidance/training to new/junior staff. 
  11. Perform other related duties as assigned.

Qualifications

Required Qualifications and Experience

Education

  • School diploma with five years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 

Skills

  • In depth knowledge of the broad range of migration related subject areas;

  • Coordination skill to cooperate effectively with within the MSU and support units in the mission;
  • Knowledge in financial and administrative procedures and attention to detail.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
