Project Context and Scope

Duty Station of the Consultancy: Three positions will each be based in one of the IOM offices in Tripoli, Chtaura, or Beirut, covering the following geographical areas, respectively: North and Akkar; Bekaa and Baalbek-Hermel; and Beirut, Mount Lebanon, South, and Nabatieh

Duration of Consultancy: 6 months 

The Public Health Unit (PHU) at IOM supports national and local health systems in Lebanon through the implementation of public health interventions, emergency preparedness and response, disease surveillance, community outreach, health promotion, border health, and health system strengthening activities. PHU works in close coordination with the Ministry of Public Health (MoPH) Lebanon, health sector partners, UN agencies, NGOs, health facilities, implementing partners, and other relevant stakeholders to support continuity of essential health services, strengthen preparedness and response capacities, and enhance access to healthcare services for vulnerable and affected populations across Lebanon.

PHU activities target vulnerable and crisis-affected populations, including migrants, displaced persons, refugees, and underserved communities. Under its various programmes, PHU supports communicable disease prevention and control, including Tuberculosis, HIV, and outbreak-prone diseases; community-based surveillance; referral and linkage to care; border health activities; emergency health response; and field-level monitoring of public health risks in shelters, communities, points of entry, and supported health facilities. 

Within this context, the consultant will support field verification, activity follow-up, monitoring of implementation progress, data collection, documentation, and reporting related to PHU interventions. The consultant will also contribute to strengthening the quality, timeliness, accountability, and operational follow-up of field implementation through the submission of structured field monitoring reports, identification of operational gaps and challenges, and support to follow-up actions under the guidance and supervision of the National Project Officer.

The consultancy is deliverable-based, with payment and performance linked to the timely submission of agreed field monitoring outputs, reports, verification activities, and documentation in line with monthly workplans approved by the supervisor.

Responsibilities

Tasks to be performed under this contract

Under the overall supervision of the National Project Officer, the consultant will provide temporary surge capacity to support monitoring, verification, data quality assurance and evidence generation for PHU activities including emergency response, primary health care, communicable disease control (including TB and HIV), Mobile Medical Teams (MMTs), community-based health interventions, and other public health initiatives during a period of increased operational workload and staffing transitions. The consultant will not undertake supervisory, administrative approval, budget management or staff management functions.

The consultant will be responsible for the following deliverables:

a) Field Verification Reports

• Conduct agreed field verification missions to PHU-supported activities, including National Tuberculosis Control Centers (NTPs), health facilities, MMT operations, service delivery points, and outreach sites and submit a minimum of four field verification reports per month, documenting implementation status, observations, compliance issues, identified gaps, risks and recommended corrective actions.

  b) Monitoring and Evidence Packages

• Prepare and submit monthly monitoring and evidence packages containing verified attendance records, activity documentation, beneficiary records (where applicable), photographs, monitoring checklists and supporting documentation required for programme management, donor reporting and audit purposes.

  c) Data Quality Assurance Reports

• Review and verify field-level data collected through PHU activities and submit monthly data quality assurance reports highlighting inconsistencies, missing information, reporting gaps and recommended corrective measures.

  d) Community-Based Health Monitoring Reports

• Submit monthly analytical reports on community-based health activities, including community health workers, MMTs, communicable disease prevention and control (including TB and HIV), referral services, and health awareness activities, assessing implementation progress against planned targets and identifying operational challenges and lessons learned.

  e) Facility and Service Verification Assessments

• Conduct verification of selected supported NTP centers, health facilities, MMT operations and service delivery points and submit assessment reports documenting service availability, implementation status, operational challenges and follow-up actions required

  f) Stakeholder Engagement Documentation

• Prepare and submit reports documenting field-level consultations, coordination meetings and information-sharing activities with partners, local authorities and health actors, including agreed action points and implementation follow-up status.

  g) Rapid Monitoring and Verification Outputs

• When requested, conduct rapid monitoring exercises and submit concise verification reports related to displacement situations, disease outbreaks, public health emergencies or other priority operational developments affecting the activities.

  h) Consolidated Monthly Monitoring Report

• Prepare and submit one consolidated monthly report summarizing key findings, trends, implementation progress, risks, challenges, follow-up actions and recommendations arising from all monitoring and verification activities conducted during the reporting period.

Performance indicators for the evaluation of results

• Timely completion of all assigned tasks, field visits, monitoring activities, and reports in line with agreed deadlines, project workplans, and IOM standards. 
• Effective coordination, communication, and follow-up with PHU team members, implementing partners, health facilities, and relevant stakeholders to support smooth and efficient implementation of activities. 
• Quality, accuracy, and completeness of field documentation, data collection tools, activity trackers, and reports, including timely identification and escalation of gaps, inconsistencies, risks, and required follow-up actions.
• Demonstrated professionalism, accountability, and ethical conduct in the performance ofagreed deliverables, including initiative, problem-solving, adaptability, confidentiality, and adherence to IOM rules, regulations, and values.

Qualifications

Required Qualifications and Experience

Education

• High school diploma with at least four years of relevant professional experience; or, 
• Bachelor’s degree in a health-related field (preferably Medicine, Nursing, Public Health, or other health-related disciplines) from an accredited academic institution with a minimum of two years of relevant professional experience.

Experience

• Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
• Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage
• Experience in field implementation, community outreach, health promotion, public health surveillance, referral follow-up, or humanitarian health programming.
• Experience in monitoring, verification, data quality assurance, compliance monitoring, programme reporting or health information management is an advantage.

Languages

For this consultancy, fluency in English and Arabic is required.

Knowledge of French or other UN languages is an advantage. 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
