The International Civil Aviation Organization (ICAO) is seeking an Aircraft Incident/Accident Expert to join its ICAO Roster of Experts, providing consultancy support for capacity development and implementation projects. Under the direction of the Director of the Capacity Development and Implementation Bureau, the expert will focus on flight operations and accident investigation. Key responsibilities include preparing accident/incident investigation procedures, duties, and checklists for state aviation safety boards; developing and presenting Accident Investigation Policy and Procedures Manuals and/or Investigation Training Manuals; and providing training to staff. The role requires extensive senior-level experience in accident/incident investigation from a flight operations perspective, with direct responsibility for preparing and implementing rules, regulations, and manuals. The ideal candidate possesses in-depth knowledge of ICAO publications related to accident investigation and strong technical writing skills for manuals and reports. The position is open to both short-term and long-term consultancy contracts, offering an attractive benefit package in accordance with ICSC policies. Description
The Organizational Setting
Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
Major duties and Responsibilities
Function 1 (incl. Expected results)
Prepare appropriate accident/incident investigation procedures including duties and responsibilities, investigation procedures, and checklists for the state aviation safety board.
Function 2 (incl. Expected results)
Develop and present an Accident Investigation Policy and Procedures Manual and/or an Investigation Training Manual..

Provide training to staff.

Perform other related duties, as assigned.
