The Position:
Under the guidance of the Representative and the direct supervision of the Assistant Representative, and in close working relationship with the Reproductive & Maternal Health cluster and the Gender & Rights cluster, you will support the effective management of UNFPA activities in the areas of adolescents and youth reproductive health & rights and demographic dividend.

Job Purpose:
Working within a complex Country Office environment, you will support the effective management of UNFPA activities in the areas of Adolescents and Youth Reproductive Health (AYRH), HIV/AIDS, and the Demographic Dividend. Through substantive analysis and assessment of political, social, and economic trends, you will contribute to project formulation and monitoring, joint programming efforts and national development frameworks. You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.
Responsibilities assigned to the position include the following:
1. Analysis and Environment Scanning
- Analyze and interpret the political, social, and economic environment relevant to UNFPA activities related to AYRH, HIV/AIDS, and overall youth development (education, training, employment, health & well-being, participation & governance), and identify opportunities for UNFPA assistance and intervention.
- Review policy papers, strategy documents, and national development plans; assess the implications of new policy developments and strategies for programme execution, ensuring their integration into the country programme.
- Prepare analytical briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
2. Programme Design and Implementation
- In collaboration with government counterparts, UN agencies, civil society and development partners, contribute to the design of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures.
- Support the negotiation of annual work plans with implementing partners in accordance with UNFPA procedures and regulations and monitor implementation to ensure quality project delivery.;
- Guide and facilitate implementation of the AYRH and Demographic Dividend portfolio, including PBF-funded projects and youth empowerment initiatives, in accordance with UNFPA programme policies and procedures, in collaboration with UN agencies, government counterparts, implementing partners and beneficiaries.

3. Implementation, Monitoring and Evaluation, Reporting
- Analyze progress of activities in the area of AYRH and Demographic Dividend in terms of results achieved, using existing monitoring and evaluation tools; identify constraints and shortcomings and propose corrective modalities.
- Monitor project expenditures and disbursements to ensure completion in accordance with approved budgets and targets, and prepare quarterly and annual result-based reports;
- Support effective IP Management and programme efficiency through proper documentation of planning, timely preparation and submission of fund transfers, spot checks, site visits and engagement with implementing partners to ensure delivery of clearly defined outputs.
4. Knowledge Management and Innovation
- Analyze programs, strategies, approaches, and ongoing experiences; identify best practices and lessons learned; and report on how new knowledge is used to drive innovation in youth empowerment and the demographic dividend.
- Contribute innovative ideas for working with adolescents and youth and support the maintainance of a youth-related presence on UNFPA social media platforms.
5. Advocacy, Communication and Partnership
- Support the advocacy and resource mobilization strategy of the Country Office by ensuring the preparation of relevant documentation on AYRH, such as concept notes, project documents, speeches, and donor profiles, and by participating in related meetings and public events.
- Prepare analytical briefs for programme and policy dialogue, and for technical assistance coordination and facilitation to the UN Outcome Groups and related thematic groups.
- Contribute to establishment of mechanisms for psychological and social support, as needed to facilitate social and behavior change communication in relation with the AYRH programme.
Qualifications and Experience:
Education
Required degree level: Master’s degree
Area of education/degree in: Advanced degree or equivalent in peace studies, gender, public health with specialization in reproductive health, social sciences and other related fields.
Skills and experience:
- At least three years of professional experience in reproductive health, women or youth empowerment, peacebuilding, human rights or other related social work,
- Proven track record of working with youth organizations and networks and solid experience in project design and management, particularly in the area of youth programming, reproductive health, GBV prevention and youth and/or women empowerment.
- Experience in policy analysis, and advocacy for youth and women empowerment and human rights in the context of sustainable development. Knowledge of the Youth-Peace-Security agenda is an added advantage.
- Experience working with government counterparts, UN agencies, NGOs and development partner institutions; familiarity with the functioning of the UN system, particularly UNFPA, will be an added advantage.
- Knowledge and experience in budget management and workplan development
- Proficiency in standard office software packages and web-based management systems; experience with social media is an added advantage.
Languages:
Fluency in Portuguese is required, with excellent oral and written communication skills. Working knowledge of English and/or French is an added advantage.
