UNICEF is seeking a National Individual Consultant to support the Government of the Republic of Moldova in developing a comprehensive costing framework for the National Action Plan (NAP) on the implementation of the European Child Guarantee for the period 2027–2030. The consultant will work in Chisinau, Moldova, and is expected to deliver this work remotely over a 3.5-month period. The role requires expertise in cost analysis, policy planning, and public sector financial frameworks. The ideal candidate will have experience in developing costing frameworks for social policy initiatives and a strong understanding of child rights and social protection systems.
