Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for Africa of UNEP supports countries across the continent by gathering, compiling and analysing up to date environmental information and data, including through regional monitoring efforts, assessments and capacity building initiatives, to enable policymakers to make informed decisions for sustainable environmental management. The Office also responds to priority issues raised by African governments, such as antimicrobial resistance (AMR), working to address the environmental drivers, sources and challenges of AMR within a One Health framework. Through its regional mandate, the Office helps strengthen national and regional actions that reduce pollution, improve waste and wastewater management, and build resilience against AMR across Africa’s diverse ecosystems. The Antimicrobial Resistance (AMR) Multiparter Trust Fund (MPTF) project in Tunisia aims at supporting the implementation of the Tunisian National Action Plan on AMR using the OneHealth approach. UNEP’s contribution to the project, addressing the environmental dimension of the project, focuses on the generation, analysis and interpretation of data on the resistance and consumption patterns in the environment. This assignment aims to contribute to this global effort by supporting the implementation of the project in Tunisia. The position will provide technical expertise to the national stakeholders, carrying out crucial studies that will support the development of a clear and actionable roadmap for the country. The consultant will report to the Regional Sub-Programme Coordinator- Nature Pillar/Ecosystems and Biodiversity, Regional Office for Africa, UNEP. The consultant is required to provide technical support on the implementation of the project activities. The consultant will deliver the following key outputs: 1) Curation, analysis, and compilation of current available knowledge on the causes, drivers and pathways of AMR in Tunisia: a) Develop the workplan for the consultancy including engagement plan to key stakeholders. b) Conduct a field survey to identify the possible presence of resistant germs such as slaughterhouse wastewater, swimming pool water, wastewater from healthcare establishments, river water near livestock farms, water from frequent beaches, gardening, poultry manure, ruminant manure, fish farming water, aquaponics breeding water. c) Compile current knowledge on contamination and characterization of the various environmental compartments by resistant germs. d) Identify the cause of development and spread of AMR in the environment, mapping out the sectors out risk. 2) Technical input and advice for national AMR management: a) Elaborate diagnostic report summarizing the current state of environmental AMR in Tunisia, highlighting key risks, knowledge gaps, and recommendations for priority actions. b) Identify knowledge/data gaps and develop operational or research actions to address the gaps into a clear and actionable roadmap to be submitted to the government following the workshop. 3) Communications and effective dissemination of the compiled knowledge to the target audiences. a) Participate in the national workshop, presenting the relevant outputs of the studies. b) Lead relevant exchanges/discussions during the workshop to feed into the knowledge/gap analysis.

Qualifications/special skills

Advanced university degree (master’s degree or equivalent) in microbiology, environmental health, environment management, environmental science, or closely related fields is required. Two additional years of qualifying work experience may be accepted in lieu of a university degree. Proven experience providing technical and policy support in multidisciplinary and multisectoral contexts at global, regional and/or national levels is required. Demonstrated capacity to engage effectively with diverse stakeholders including governments, UN agencies, the Quadripartite, private sectors and international organizations is desirable.

Languages

Fluency in oral and written French is required. Knowledge of English is required, and knowledge of Arabic is desirable.
