Background

The Climate Risk and Early Warning Systems (CREWS) initiative aims to transform early warning services in Least Developed Countries (LDCs) and Small Island Developing States (SIDS) by financing targeted, catalytic investments that lay foundations, de-risk larger programmes, and scale impact.

The CREWS 2030 Strategy sets an ambitious goal to improve access to early warning and climate services for those most at risk, aiming to strengthen climate resilience and address loss and damage by 2030.

CREWS has established a Resource Mobilization Strategy that sets out a clear framework and ambition to achieve its resource mobilization target of USD168M between 2026-2030. To translate this strategic ambition into action, CREWS seeks to engage a qualified consultant to develop a comprehensive Resource Mobilization Plan. The RM Plan will operationalize the priorities and directions outlined in the Resource Mobilization Strategy, defining specific targets, approaches, donor and partner engagement pathways, and implementation milestones.

The primary objective of this consultancy is to advise the CREWS Secretariat in developing and rolling-out a comprehensive resource mobilization plan. The Senior Consultant will lay the building blocks for immediate implementation through initial activities and strategic engagement frameworks.

 

Duties and Responsibilities

Under the direct supervision of the CREWS Director the Senior Consultant will perform the following duties:

  •  Conduct a thorough review of the CREWS 2030 Strategy, current portfolio, project pipeline, existing financing pathways, donors intelligence to ensure alignment and analyse gaps.
  • Advise the Secretariat on a resource mobilization plan to continue engagement with existing contributing members while proactively engaging new donors, including fundraising guidelines aligned with the CREWS 2030 Strategy.
  • Recommend strategies to maintain and strengthen strategic partnerships with key funders and international cooperating partners.

Required Skills and Experience

Education: Master's degree or equivalent in Economics, International relations, Business administration, Social sciences or a closely related field. A first level university degree with two additional years of qualifying experience will be accepted in lieu of a Master's degree. 

Experience: At least 15 years progressively responsible experience in resource mobilization, donor relations, or business development.

Other Requirements: 

  • Demonstrated success in developing business models and mobilizing substantial funds for international organizations or UN agencies. 
  • Familiarity with early warning, climate change, disaster risk reduction, or the mandates of organizations like the UN, World Bank or other climate funds is highly desirable. 
  • Exceptional analytical skills, the ability to conceptualize complex ideas into "bankable" proposals, and strong negotiation and influencing capacity.

Languages: Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
