III. DESCRIPTION OF ASSIGNMENT, DUTIES AND RESPONSIBILITIES OF THE ENGAGED INDIVIDUAL CONTRACT HOLDER
General Background of Project or Assignment, Operational Context:
Guatemala is a multi-ethnic, multilingual country with the largest economy in Central America. Yet, it continues to face some of the region’s highest levels of poverty and inequality. About 58% of the population lives in multidimensional poverty, with limited access to healthcare, education, food security, dignified employment, safe housing, and other essential services. Compounded by public security issues and natural disasters, Guatemala continues to face challenges related to internal displacement, a phenomenon for which data and evidence have historically been limited.
The last attempt at producing data on this population dates back to a study at the end of the country’s civil war in 1996, which estimated some 242,000 people were displaced due to the 36-year-long conflict. Since then, the problem of internal displacement is believed to have grown, but quantifying its magnitude and trends has been difficult in the absence of reliable data.
Reversing the trend, the National Statistical Institute of Guatemala (INE Guatemala), with the support of UNHCR, produced the first official statistics on the magnitude and characteristics of internally displaced people from the 2023 National Living Conditions Survey (ENCOVI 2023). The headline statistics were released in a high-profile event in September 2025. Building on the momentum, UNHCR and INE Guatemala agreed on the need for additional analytical products to inform public policy, humanitarian operations, and development cooperation in pursuit of solutions for IDPs.

Purpose and Scope of Assignment:
The consultancy centers on producing an analytical report based on ENCOVI 2023, the first national dataset in nearly three decades to include official IDP statistics. Comparative analysis will detail how IDPs perform relative to non-displaced people in areas such as safety and security, education, adequate standards of living, housing, and access to documentation and livelihoods. In addition to the report, the consultant will prepare a policy brief (approximately 5-7 pages) on the socioeconomic conditions of IDPs, including monetary and multidimensional poverty, to enable advocacy for the socio-economic stabilization and reintegration of IDPs within their host communities.
The final report is expected to be around 30 pages long (plus annexes) detailing the findings from ENCOVI data structured in line with the IASC Framework on Durable Solutions for IDPs and concluding with relevant policy recommendations to improve the realization of solutions for IDPs. Where relevant, indicator calculations should follow the standard metadata for Sustainable Development Goals (SDG) indicators and relevant adaptations to the country context as employed by INE. The report should be drafted using language accessible to a general policy audience who may not be familiar with the nuances of statistical indicator definitions and calculations. Findings should be communicated using appropriate data visualizations with statistical tables relegated to the annexes. Data disaggregation that reflects heterogeneity in socio-economic conditions based on age, gender, location, year of displacement, or other dimensions should be incorporated into the report, as appropriate. The analysis should be fully reproducible, and the analysis scripts should be shared as part of the final deliverable.
CANDIDATE MINIMUM REQUIREMENTS, SELECTION CRITERIA
Required qualifications, language(s) and work experience:
-Degree: Required: Advance in Statistics, Economics, Data Science or related field
- Field of expertise, competencies: Technical skills: Proficiency in R, Python or Stata, SQL, and data visualization tools (Power BI or similar). Familiarity with SDG indicators and durable solutions frameworks desirable.
-Required/mandatory: Minimum 5 years in quantitative analysis, survey data processing, and statistical modeling. (NOTE: candidates with less years of experience cannot be short-listed or recommended)
-Desirable: Experience with household surveys and humanitarian contexts preferred.
