This consultancy position supports the World Meteorological Organization (WMO) in developing the national EW4All Roadmap for Malawi under the CREWS initiative. The consultant will conduct a desktop review of existing policies and strategies, facilitate the development of the roadmap with stakeholder engagement, and prepare comprehensive reports. Background
The CREWS initiative supports Malawi through the project "Strengthening Risk Informed Planning, Hydro-Meteorological and Early Warning Services," implemented by the World Bank and WMO. The project aims to strengthen risk-informed planning and improve the generation, delivery, and use of impact-based, multi-hazard early warning services. This consultancy will facilitate the development of the national EW4All Roadmap for Malawi and recommend priority activities for WMO support in hydrology and meteorology.
Duties and Responsibilities
- Conduct a desktop review of existing policies, strategies, and assessments to inform the roadmap.
- Facilitate the development of the EW4All Roadmap, ensuring alignment with government priorities, national capacities, and resource mobilization opportunities, with meaningful stakeholder engagement.
- Prepare and submit all required reports in accordance with the agreed schedule
Main Deliverables
- Inception report and draft EW4All Roadmap for Malawi.
- Final EW4All Roadmap for Malawi, with an accompanying report detailing the consultative process, stakeholder engagement outcomes, and recommended priority activities.
Required Skills and Experience
Education:
Advanced degree (master’s or above) in meteorology, hydrology, climatology, or a field relevant to supporting early warning systems and disaster risk reduction.
Experience:
Minimum 15 years of experience in supporting national capacities of meteorological, hydrological or warning services. Experience working in Malawi is preferred.
Knowledge & Skills:
Demonstrated expertise in EW4All frameworks, multi-hazard early warning systems, and disaster risk reduction. Strong stakeholder engagement, and report-writing skills.
Languages:
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Salary and Allowances: Payband C/D
Duration: 10 days over a period of 2 months
