Description

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)

Review existing regulations and conduct gap analysis on the PANS-OPS and airspace organization components of the regulations.

Develop draft regulations.

Conduct workshop with stakeholders for review and familiarization.

Collect material from ICAO and other industry sources for certification of air navigation services.

Function 5 (incl. Expected results)

Develop inspector manuals, procedures and checklists for certification of ANS as well as for continuous surveillance of ANS with reference to the PANS-OPS components of the updated regulations.

Conduct workshop for ANS inspectors on documents prepared.

Function 7 (incl. Expected results)

Perform other related duties, as assigned.

Qualifications and Experience
Education

University degree or appropriate professional qualifications in the field of civil aviation.

Professional experience                                   

Essential

  1. Extensive training and experience in the field of air traffic control.
  2. Experience at senior or supervisory level at a major ATC facility or civil aviation headquarters. 
  3. Familiarity with ICAO air navigation plans, airspace organization and planning, coordination with other airspace users and with adjacent centres, planning of ATS route networks and utilization of radar and data processing in air traffic control. 
  4. Ability to conduct technical courses and prepare training material.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term) 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

ICAO CDI consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
