The OSCE Mission to Skopje is seeking a Monitoring and Evaluation Officer (S2) to coordinate the Mission's M&E processes, identify lessons learned, and improve practices. The incumbent will monitor strategy implementation, advise on adjustments, and serve as the primary evaluation focal point, ensuring compliance with OSCE policies. Responsibilities include coordinating with programmatic staff to develop Terms of Reference for baseline and evaluation studies, supporting ex-ante evaluations, and overseeing the development and revision of ExB projects to ensure financial compliance. The role involves collecting and analyzing project reports, preparing consolidated progress reports for senior management, and identifying implementation bottlenecks. The officer will support policy and strategy development through research and analysis, working closely with Political Affairs and Communications units. The ideal candidate possesses diplomatic experience, strong analytical and drafting skills, and knowledge of regional political history. They must have expertise in Project Cycle Management, evaluation methods (quantitative, qualitative, participatory), and M&E systems. The role requires professional fluency in English, strong facilitation skills, and the ability to work in a cross-cultural environment. Candidates must be internationally recruited, meaning they cannot be nationals or permanent residents of the duty station (North Macedonia). The position is a fixed-term secondment with a maximum service period of seven years.

Mission Specific Requirements:

Mandatory:

  • International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
  • Minimum three years' experience in Project Cycle Management, including project design, implementation, reporting and evaluation;
  • Experience in writing project proposals;
  • Knowledge of evaluation methods, tools and approaches, including quantitative, qualitative and participatory;
  • Experience in planning and implementing monitoring and evaluation (M&E) systems;
  • Strong analytical, organizational and planning skills;
  • Ability to prioritize and handle multiple tasks under tight deadlines;
  • Strong facilitation and interpersonal skills;
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Professional fluency in written and spoken English;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with practical experience with Microsoft applications.

Desirable:

  • Knowledge of the region, including local languages;
  • Experience in budget management

Tasks and Responsibilities:

Under the direct supervision of the Chief of Policy, Planning, Monitoring and Evaluation Unit (PPMEU), the incumbent will be responsible for:

  1. Co-ordinating the Mission's monitoring and evaluation (M&E) processes and identifying lessons learned to improve current M&E practices and tools; monitoring the implementation of Mission strategies and programmes and advising on areas for adjustment to meet goals and objectives;
  2. As the Mission's primary evaluation focal point, co-ordinating with PESU and OIO to ensure proactive Mission compliance with OSCE evaluation policy and evaluation best practices; providing training in M&E for project managers as needed;
  3. Overseeing the Mission's evaluation plan and co-ordinating with programmatic staff to develop, as required, specific Terms of Reference (TOR) for designing and implementing baseline and evaluation studies; co-ordinating and supporting ex-ante programme/project evaluations and sharing findings with senior management;
  4. In co-ordination with the National Project Compliance Officer, overseeing development, revision and implementation of ExB projects to ensure compliance with CMRS and sound financial management, including review of financial reports;
  5. Collecting, compiling and analysing project and other programme reports prepared by Mission departments and preparing consolidated progress reports for senior management; regularly reviewing monitoring and project reports to identify bottlenecks in project implementation;
  6. Supporting the development and implementation of Mission policies and strategies through research and analysis of previous programmatic work and the operational environment, in co-ordination with the Political Affairs and Communications Unit (PACU) and the programmatic departments;
  7. Performing other duties as assigned.
