Administrative/Finance Associate
The Position:
The Administrative/Finance Associate is a key member of the South Sudan Country Office (CO) operations team. You will deliver high-quality financial and administrative services to internal and external clients, mastering all relevant UN/UNFPA rules, guidelines, and procedures. You will take a client-oriented, results-focused approach to interpreting regulations, providing essential support to the CO and UNFPA-supported projects to ensure seamless delivery of the ICPD agenda.

It continues to prioritize the "three transformative results"—ending the unmet need for family planning, eliminating preventable maternal deaths, and stopping gender-based violence and harmful practices. A pivotal addition to this cycle is a fourth outcome focused on demographic resilience, which seeks to help nations navigate complex population shifts, such as aging and urbanization, while ensuring that individual rights and reproductive choices remain at the heart of national policies.
To accelerate progress toward the Sustainable Development Goals (SDGs), the plan shifts toward a more integrated approach that bridges humanitarian, development, and peace efforts. By leveraging advanced data analytics and artificial intelligence, UNFPA aims to pinpoint and support those "furthest behind," directly contributing to SDG 3 (Good Health and Well-being) and SDG 5 (Gender Equality). This strategic framework emphasizes sustainable financing and localized agility, ensuring that even in climate-vulnerable or conflict-affected regions, the global community remains on track to fulfill the promise of the 2030 goals
Responsibilities:
The Associate will be responsible for:
A. Financial Management and Monitoring
- Programme Performance: Monitor financial performance for core and non-core resources; provide analysis on implementation rates against results and propose remedial actions for over/under-expenditure.
- Budget Management: Assist in CO budget formulation, controlling allotments, monitoring expenditures, and preparing revisions based on evolving needs.
- Financial Reporting: Maintain effective financial recording systems, internal controls, and audit follow-up; process transactions accurately and timely in the ERP system (Quantum).
- Guidance and Training: Interpret financial policies and provide guidance/training to staff and partners to ensure programme needs are met within existing policy frameworks.
B. Administrative and Operational Support
- Compliance & SOPs: Ensure full compliance of administrative activities with UNFPA rules and regulations; contribute to the mapping of CO business processes and implementation of Standard Operating Procedures (SOPs).
- Procurement & Travel: Perform the "Buyer" role in the ERP system; manage travel arrangements, hotel reservations, visas, and identity cards for staff and consultants.
- Common Services: Review and monitor charges for common services and cost recovery; represent UNFPA’s interests in negotiations to ensure maximum cost efficiency.
- Asset Management: Maintain meticulous records on office assets and prepare periodic reports.
C. Office Maintenance and Support
- Work Planning: Contribute to the administrative team's results-oriented work plans.
- Records Management: Maintain comprehensive files and records relevant to office maintenance and common premises.
- Supervision: Provide guidance and supervision to administrative and clerical staff as required.
Qualifications and Experience:
Education:
- Completed Bachelor degree Level of Education is required.
- A First-level University Degree (Bachelor’s) in Finance, Business Administration, Public Administration, or a related field is highly desirable.
Knowledge and Experience:
- Minimum of 6 years of relevant experience in administration, finance, or office management.
- Proven experience in budget monitoring and financial reporting.
- Proficiency in current office software applications (MS Word, Excel, PowerPoint).
- Experience with ERP systems (such as Oracle, Atlas, or Quantum) is required.
- Prior experience within the UN system or an international NGO is an advantage.
Languages:
Fluency in English is required. A working knowledge of Arabic will be an asset.
